Security Center is a program which runs in the background that checks to make sure you have:

You may get messages from the lower right-hand corner of the taskbar whenever Security Center thinks your computer is at a security risk (for instance, if you turn off your firewall).
Windows Firewall is a protective boundary that monitors and restricts information that travels between your computer and a network or the Internet. This provides a line of defense against someone who might try to access your computer from outside the Windows Firewall without your permission. Program such as AIM and MSN Messenger will be questioned by the firewall, and you will have the option of accepting their connections or blocking them.
Internet Explorer allows you to prevent most pop-up windows from appearing over pages you want to view while you're using the Internet.

One common reason is that the hardware requires special drivers, but the drivers provided with the hardware are obsolete and not yet compatible with Service Pack 2. Update them.
Re-boot your computer and then install. If that fails, re-boot in safe mode, which is done by pressing F8 a few times as the computer boots. The computer will ask you if you want in several modes and you must select safe mode.
